What is a Character Certificate?
A Character Certificate (Charitra Praman Patra) is issued to establish an individual’s previous crime record. First off, it is most commonly used to check for criminal pasts. The police check the man’s character before they issue this certificate. To ascertain if the man has been chargesheet or not. Where he has such a clean record, a certificate is issued.
It is used in many contexts such as applications for jobs, college admission, election nomination, joining military, etc. The certificate will not be given when somebody is characterless.
How to Apply for a Character Certificate Online in Bihar
Select the Home Department- Click on the “Character Certificate” application.
Registration (Optional)- You can decide to create an account by clicking on the “Register” button. Enter the necessary details and then click on Sign Up/Register.
Login and Apply- Log in with your username and password after you have registered. Look for “Character Certificate” and select it. Complete the step-by-step online form and attach the required documents.
Final Submission- Once the form is filled, save the Annexure and submit the documents. When everything is uploaded, click submit to apply!
Police Verification- After submission, your application goes to your District SP office for verification, then to the police station of your local area. After you are verified, your certificate will be released.
Download the Certificate- Once the certificate is approved, you can download it from your Service Plus Bihar portal dashboard.

Log in to the Service Plus Bihar Portal: If you’ve signed in, click the download section.
Enter RTPS Reference Number: If you haven’t registered, there is a ‘Download Certificate’ button; click on it and input the RTPS reference number to download the certificate.
